The Department of Moselle works daily in favor of an ambitious artistic and cultural policy centered on the accessibility of culture for all.
For its President, Patrick Weiten, access to culture is not an option, but a priority whose initiatives must be supported.
Public reading, libraries and media libraries
In a world where access to culture and information is more essential than ever, public reading in Moselle plays a fundamental role in opening minds and enriching communities, by offering everyone the opportunity to escape, learn and connect to a common cultural heritage. This is why the 153 libraries of the public reading network deploy rich and varied programming each year for the benefit of all.
In this dynamic, the Department wanted to structure its actions through a new departmental plan for public reading for the period 2025-2030. It is structured around three major axes which illustrate the Department's commitment to supporting, modernizing and innovating, so that access to books and reading benefits all Mosellans:
- Strengthen access to culture throughout the territory by working in close collaboration with communities and volunteers to imagine services adapted to the diversity of our territories, in order to guarantee equitable cultural coverage for all.
- Make the library a living place, open to all through support in the modernization of libraries to create friendly places accessible to all. These spaces will be designed to encourage exchanges between generations, nourish curiosity and stimulate creativity.
- Make digital technology accessible to everyone, everywhere with library equipment, but also by training users and librarians in digital tools.
The NuMos platform offers free access to thousands of online resources for all Mosellans and library users. This network is alive and vibrant, thanks in particular to the large-scale demonstrations driven by the Department: Libraries on stage, Spirit Books, Magical Moments in Libraries... Everywhere in Moselle!

Did you know?
It is possible to borrow a musical instrument for a period of three months as well as sheet music. The goal: to remove the financial and sometimes psychological obstacles to the practice of an instrument.
The Nilvange departmental media library, a place of cultural life for everyone!
Located in the heart of the Fensch valley, the Nilvange departmental media library was inaugurated in 1998 by Catherine Trautmann, then Minister of Culture. Installed in part of the former commissary of the Société Métallurgique de Knutange (SMK), it is closely linked to local history.
Since the 1ster october 2021, the Victor Madelaine media library became departmental as part of a partnership with the City of Nilvange and Thionville Fensch Agglomération.
Deployed on four levels and almost 1,500 m², it offers free access to many resources and services:
- Loan of books (youth, adolescents, adults), press, audio books, video games and board games
- Collections adapted to people with disabilities
- Free internet and wifi access, computer stations, work room
- Reception of schools and groups by appointment
- Access to NuMos, the Moselle digital media library (books, films, music, press, online training...), 24/7
- Entertainment room
Author and artist residencies
A dedicated space makes it possible to welcome authors and artists in residence, promoting creation and cultural projects linked to the territory.
Support for local libraries
As a departmental public reading center, the media library supports 35 libraries in the Thionville area, actively contributing to the development of public reading.
Did you know?
Throughout the year, the media library offers a rich and varied programming : baby readers, stories, sleepovers, creative workshops, board games, sharing time, as well as numerous activities as part of departmental events (Libraries on stage, Spirit Books, Magical moments in libraries...).
She also develops local partnerships and provides one Mobile Micro-Madness : an innovative cultural system supported by the Ministry of Culture and La Villette, combining digital museum, game library, fablab and virtual reality experiences.
